Certifications and Self-certifications

Since January 1st, 2012, citizens are no longer required to present certificates to public administrations or private entities managing public services, but are instead required to self-certify possession of the required qualifications through a declaration of certification replacement or a declaration of notarized act replacement.

Public administrations and managers of public services are obliged to accept self-certifications, and failure to accept self-certification constitutes a breach of official duties. (Art. 15 Law 12.11.2011, no. 183). The declaration of certification replacement is submitted on plain paper (without a stamp duty), signed by the interested party, and delivered personally or through third parties, sent by mail, fax, or email; in the latter case, digital signature or PEC is required. The signature does not need to be authenticated, and no copy of the declarant’s identity document needs to be attached. The declaration of notarized act replacement is made by the interested party in all cases where the declaration of certification replacement is not possible. It must be made in the presence of the designated employees or signed and submitted along with the unauthenticated photocopy of the identification document of those who sign.

CERTIFICATIONS

Certificates remain valid and usable in relations between private individuals and/or for foreign use. Certificates bear the wording: “this certificate cannot be produced to public administrations or private entities managing public services.” Private entities may also, but are not required to, accept self-certification. Certificates can be downloaded from the Gomp portal under the menu “career, study plan, exams > career, exams > view certificates/replacement declarations.” A stamp duty of 16 euros must be affixed to these certificates.
